I think what they fail to take into account is that a police force or a military, essentially has an unlimited supply. No matter how much ammo a guy has, eventually he will run out. A police force doesn't have that problem. Plus, no matter how many guns a guy has, he is limited in man power. But as you said, when presented with the kinds of situations these gun nuts and militia groups say they are preparing for, they don't really do anything.
